Our client has been operating a real estate development business in Israel since 2018, specifically within the “pinui-binui” sub-sector of urban renewal. The business currently has a large project in the pipeline which has successfully reached a critical development stage. Separately, following the success achieved thus far in the first project, our client is now seeking a number of other “pinui-binui” transactions. As the business moves into the next critical stage of the first project’s development and the possible investment into further projects our client is looking to recruit a professional senior executive in urban renewal with preferably “pinui-binui” experience to serve as the company's Project Director.The role will be based in Israel and is full-time.Fluency in Hebrew and English is essentialRoleThe role is a head of management role in Israel, acting on behalf of the company, where the intention is to build a local business platform holding and developing Israeli property assets. The initial task will be to deliver the first project, more specifically:Project Management, Project Controls, Cost and Commercial Management, Construction ManagementEffectively lead the first project through to TABA and to the successful development thereof within budget and on time - delivering on the objectives all key stakeholders, namely the owners, the local municipality and the company. This includes leading the negotiations with the local municipality (in co-operation with neighbouring entrepreneurs) with the assistance of the service provider and existing team to achieve a desired urban plan and managing the construction to final handover of the units to the respective owners or tenants. More specifically:- Leading with the assistance of local team (and appointed service providers) on the procurement of resources including professional service providers including negotiating of terms and final contracts ;- Leading and facilitating the overall cross-functional project team (incl. architects, project managers, lawyers etc.) and taking the lead role in managing and interfacing with such teams at all stages in the project;- Monitoring, with the assistance of the local team, project performance against the agreed project plan (from procurement, to delivery and validation) and applying performance management techniques, including the use of KPI’s to improve project performance;- Monitoring and advising, with the assistance of the local team, on project finances and bank covenants;Financing- Alongside the existing team advise on the most cost effective and capital efficient way of financing the project;- Lead with the assistance of local team the appointment of the financing institution and negotiation of terms thereof;Strategic and ReportingWith the assistance of the CFO, presenting formally to the company owner's investment team on project and strategic matters, and obtaining and internal approvals as required.Other- Staff management (where appropriate);- Identifying and acting upon ways to improve internal systems and processes;- Ensuring adherence to any applicable laws and regulations;The above activities will be required for subsequent projects where the chosen candidate may be required to employ others and oversee them.Separately, the chosen candidate will support the business to:- Identify target projects including reviewing inputs and financial prospects of any target projects;- Advising on which targets to progress to due diligence phase;- Prepare materials for initial investment consideration- Negotiate heads of terms- Assist and/or lead on areas of due diligence particularly as regards to technical aspects- Prepare final investment material for investment consideration- Negotiate final heads of terms.The candidate will then lead the final commercial documentation negotiation and execution thereafter.RequirementsThe ideal candidate preferably has:Experience
  • Extensive project and construction management experience in the Israeli real estate industry (including urban renewal and pinui-binui projects) from working on major projects and managing large multi-disciplinary teams.
  • Experience in reviewing and negotiating all documents relating to the real estate projects, including financing, urban renewal agreements, joint venture arrangements and engagements with key suppliers.
  • Experience of financing pinui-binui projects. Ideally the candidate will have ongoing relationships with banks (or other finance providers) actively lending to pinui-binui projects.
  • Experience with service providers in the pinui-binui industry and ongoing relationships to readily identify and engage the best in class service providers.
Attributes and Skills
  • Fluency in Hebrew and English
  • Detailed knowledge, sound understanding and experience of what is required to make a pinui-binui project a success, and the ability to negotiate with partners, service providers, stakeholders and municipalities to achieve this
  • Extensive knowledge of the urban renewal landscape to be able to identify possible concerns which require further consideration from in-house and external specialists, and the ability to pull all aspects together to deliver the best project
  • Knowledge of all key aspects of pinui-binui including legal, financing, marketing, competition, and macro considerations
  • Ability to give clear instructions the service providers require to fulfil their engagements and deliver the best project
  • Strategic thinker, developing forward business plans and full implementation and execution strategy with an eye on risk and opportunities
  • Understanding of the requirements and objectives of stakeholders and the importance of these being conveyed to the project teams. Accordingly will have a detailed and structured approach to managing and motivating these teams, demonstrating solid and robust leadership whilst also providing strategic direction and/or advice
