- Provide strong leadership to the Finance team in all offices whether with a direct line management or technical, ensuring competent and motivated staff are hired and retained.
- Manage internal and external financial risks, highlight & resolve relevant issues with CMG, implement NRC anti-corruption policy.
- Accountable for the Implementing partner’s work including tracking of payments, financial reports, and booking of cost according to donors’ rules and regulations.
- Ensure all budgeting processes adhere to established minimum standards and best practices following NRC requirements and standards.
- Provide financial advice to the budget holders, ensure adequate support is provided to programs and support functions ensuring the alignment of resource allocations with organizational priorities at budgeting and implementation stages.
- Provide accurate, timely, and comprehensive financial analysis that facilitates data-driven decision-making (at least monthly).
- Ensure all financial and operational data is accurate, up-to-date, and actionable for decision-making.
- Ensure that country standard financial systems are established and maintained in line with NRC Financial Handbook, donor and local legislation requirements in order to provide appropriate levels of security and controls over the organization's resources and operations.
- Lead the development and review of the Master Budget, update the Master Budget on regular basis to ensure that all funding gaps are covered.
- Prepare in coordination with Head of Programme and Head of Support the forecast of income annual income as part of NRC standard reporting to the board members.
- Ensure proper use of monitoring tools to enable an accurate overview of projects, total forecast, and project spending.
- Ensure Budget Program Overview (BPO) is up to date.
- Ensure costs are allocated according to Fair Share principles and contribute to adapting the Head Office requirements to Country office finances.
- Elaborate budget for new proposals, ensuring donor regulations have been taken into consideration.
- Elaborate finance reports to submit to donors or do quality control and compilation if elaborated at Area Office level.
- Ensure appropriate measures are taken to address audit findings and recommendations. Oversee and be responsible for mainstreaming protection guidelines in the NRC’s related activities as per NRC’s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved.
- Ensure all tools and systems are aligned and reconciled, data is reliable in the system and proactively engage to address the technical issues.
- Perform audit and compliance checks on all related Finance matters in all related offices and follow up on corrective measures as needed, perform quality control of area offices’ reports.
- Ensure compliance with all accounting principles as explained in the Financial Handbook, donor regulations, and local regulations.
- Develop, review, and update Finance Standard Operating Procedures for NRC PS as required and relevant.
- Update and follow up on financial standard requirements for Local Partners (develop checklists for control visits, standardized budget template, budget monitoring template, etc.).
- Ensure that the Authorization table is up to date and in place.
- Minimum 5 years of experience working as a senior financial person in a humanitarian/recovery context.
- University degree in finance, accounting, or any relevant field
- Experience of managing large and dynamic portfolios preferably in emergency response situations
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Solid knowledge of computer software and modern accounting systems
- Good command of English, both written and verbal
- Duty station: Jerusalem or Amman
- Contract: 1 year, renewable based on funding, need, and performance

- Travel: 25 % within the CO operations in Palestine and Jordan
- Salary/benefits: grade 9 on NRC’s intenational salary scale, with accompanying terms and conditions.
