- The Department of Services to Palestinian Refugees (DSPR), also a member of the ACT Alliance, is an ecumenical movement working with the Palestinian refugees and host communities in the region since 1948, DSPR is a partner and sister of CA.
- As part of our work together we have committed to engaging in an organisational capacity investment plan, which includes coordination and communication across multiple stakeholders.
- We are, together, looking for a consultant to support the documentation, management, and communication around the improvement plan.
- To identify and prepare a detailed list of donors’ requirements
- Develop a matrix to track progress against these requirements
- Share information with donors and DSPR on progress against each requirement
- Liaise with all donors through the DSPR focal point to develop individual funding arrangements
- Develop individual MoUs between CA, DSPR, and Funders detailing funding flow arrangements to help resolving the cashflow difficulties for smooth operations.
- Utilising robust financial process to manage appropriate “stop start” arrangements for funding flows.
- Develop an organisational capacity investment matrix utilising pre-existing assessments
- Identify approaches to close capacity gaps and set an actionable implementation road map.
- Liaise with stakeholders to close capacity gaps
- The Executive Director, and Finance Manager of DSPR and through the Central office
- The CA Global Humanitarian Manager for the Middle East, as well as other relevant Christian Aid stakeholders such as the Head of Humanitarian Policy and Practice, and the IoPT Programme Manager
- The Act Alliance secretariat and Act Alliance members
- The consultant will be expected to be based in Jerusalem
- University master’s degree or equivalent professional experience in programme management, organisational financial management, audit, or other relevant subject.
- Experience of managing organisational capacity plans.
- Excellent skills in written English.
- Fluent written and spoken Arabic.
- Demonstrable experience of coordinating and communicating complex subjects across multiple stakeholders.
- Knowledge of the humanitarian sector and the work of local non-governmental organisations.
- Technical experience or qualification in organisational capacity development.
- Experience of supporting those who are working in high-risk / insecure contexts.
